Description
The Human Resource Development Authority of Cyprus (HRDA) is the primary public authority responsible for the planning, coordination, and implementation of vocational training and human resource development policy across the Republic of Cyprus. Established by law under the supervision of the Ministry of Labour and Social Insurance, HRDA finances and facilitates a wide range of vocational training programmes for employed workers, the unemployed, and job seekers across Cyprus, with a strong emphasis on aligning training provision with identified skill gaps and labour market priorities. Through its national framework of approved training providers, HRDA supports the delivery of hundreds of certified vocational programmes annually covering fields such as IT and digital technologies, health and safety, construction and building trades, hospitality and tourism, business and finance, and green skills. HRDA also develops and manages the national VET system under the auspices of the Cyprus Qualifications Framework (CyQF), promoting transparency, recognition, and permeability between vocational and general education pathways. The authority participates in EU-funded programmes and Erasmus+ projects and is Cyprus’s National Reference Point for European vocational qualifications, contributing to CEDEFOP’s VET monitoring and research networks. Employers and employees can apply directly to HRDA for training subsidies and co-financing support for approved courses.
